COSTARS is Pennsylvania’s cooperative purchasing program and serves as a gateway between approved and registered local suppliers and state-affiliated members. COSTARS members are able to utilize exclusive contracts established by the Department of General Services to easily and cost effectively identify suppliers with whom to do business.

This program provides a variety of choices to obtain goods and business services at exclusive, competitive rates only for COSTARS members.  With no need to hold a competitive bidding process, authorized suppliers like GDS have been throughly vetted and awarded contracts in their area of expertise.
